Are Non-Compliant Landing Pages Causing Higher Facebook CPMs?

I’m working with a Facebook ad agency, and they gave me some guidelines (they said these come directly from meta) for my landing page to avoid ad rejections:

• No before/after images
• Keep discounts under 30%
• Start with less than 50 reviews and gradually increase them while posting on FB consistently

However, I have another Facebook ad account with AI ad exempt tags, and I’ve uploaded aggressive creatives that still get approved (agressive landing page aswell). The issue is that CPMs are quite high 60-70$.

MAIN Q:
Even when ads get approved, does Facebook secretly penalize non-compliant landing pages with higher CPMs? Or do they only care about ad approval/rejection?

Has anyone tested both approaches and compared CPM differences? For Ecom offers btw.
 
The professionalism of the calligraphy is something that Meta always attaches importance to. I say this based on my 7 years of experience.

If you ad is approved and you have a non complaint landing page, you will get a higher CPM, that is if the ad is not disabled later
