Massive Reports on Facebook

I have recently got restricted on Facebook, and Facebook comes up the reason because I was bullying someone.
I talked to my friends and they said usually Facebook would not take any action when one person report, but when there are massive reports, they would take it down and restrict my account.
Is it true? What if someone hire someone to do massive reports (actually is that possible?)
 
Facebook will examine and evaluate each report to determine whether it violates their policies. Hiring someone to do large reports can have some impact, but Facebook has a system in place to detect and handle such cases. If Facebook discovers inaccurate or abusive reporting activity, they may take measures to protect your account.

Facebook has its own support department for these things. When they don't handle it for you, it means your evidence is not enough for them to help you solve it.

but i wonder when you bully someone and it gets your facebook account locked, it's a bit confusing, you can also file an appeal about this
